The first report for the 1st new moon of the year came from the region of Muscat, Oman on Wednesday evening, March 22nd followed by Jeddah, Saudi Arabia and points westward. Israel-based observers are not indicating any positive sightings using the naked eye, only with visual aids. This would make the following evening, March 23rd by default, the first day of the month for those using this method (and there were sightings the following evening for those concerned).
